Bitcoin fork issue already resolved? No need to wait for Aug 1st?

When recently trying to research and better understand the coming possibility of a fork on August 1st with regards to the adoption of Segwit and/or Segwit2x I stumbled upon the following article that to me seemed to suggest that the issues is already resolved and we won't have a fork.

I would love to hear some feedback/comments from more knowledgeable CC traders that think that there is still a good chance of a fork happening.
