- At a meeting in Bonn, the foreign ministers of the nine EC countries agree on a common position on the Namibian issue. Ministers decide to exert political pressure on the South African government, but can not agree on the imposition of economic sanctions.
- Rhodesia (Zimbabwe) Prime Minister Ian Smith explains in Salisbury that the transfer of power to the black majority is delayed by several months for technical reasons.
