Like peter said, 1 Level 15 Share comes at 4.400 STEEM. 4.100 of that get powered up and can be claimed back if the project ever ends or you can sell it to someone else at any given time. The 0.300 'entre fee' is fully used to buy delegation and allows 1 Minnowshare sponsorship. This sponsorship will give a daily upvote around 0.01$ from the @minnowshares account to a minnow of your choice and allow the ones that get multiple sponsorships to get a free (paid for by the program) Upvoteshare. One of the best ways to get in, is to be part of the auto-reservations getting a couple shares each round and always sponsoring the same minnow. (25 out of 50 shares each round are currently auto-reserved). Reservations are always without obligation to take them up when they become available.
The upvotes are currently set at 3.4% for each share, this will go down along as the account grows but continue to give good returns.

The original Idea of the minnowshare was for it be be accounts that wanted to become a minnow. When the project started a year ago the price of steem was a lot higher, so the line that is drawn to who can be sponsored changed a bit. @donnadavisart should be fine for sponsorship. Each level the maximum an individual can give to the same account is 2 minnowshare sponsorships mostly to avoid abuse and make it way too easy to fill up the reserved free shares. The system so far has proven to work and be quite fair.

You can max reserve 5 shares per round and each share consists of an upvoteshare and a minnowshare.
