Answer: There is no regeneration time. Everyone always has 30 witness votes. Example. You use one of your 30 witness votes on a witness for the first time. Now you have 29 unused witness votes and 1 used witness votes. One minute later you change your mind and unvote that witness. Now you have 30 unused witness votes.

To get our vote for witness, here is what the witness needs to do:
1) Get SBD or STEEM listed on a major exchange
2) Provide proof that you were instrumental in the exchange listing of STEEM or SBD
I will periodically blog the status and the total list of people that will be willing to vote the Witness that gets STEEM or SBD on a major exchange. I will also provide the total Vests reward for the Witness.
Once we have a witness that accomplishes this challenge, I will send out a reminder notice to all people that have made the promised to go ahead and vote.
Pleased leave a comment below that you will promise to vote on the witness that completes this task.

yo @socky ... you're actually the kind of person i would vote for hahah, practical witnesses instead of content fas.... directors ... i would love to but i have a moral problem with the blacklist and downvote league, even if some of them do good work on the side i got eleven active witness votes at the moment so i'm certainly gonna keep an eye on this, assuming this is a recurring post.
b.t.w. if you have any clue on a step-by-step on how to make actual transactions without python (only linux bash, curl and condenser) that would really help me ...ive been asking around but i cant get a clear answer and im not really a pro with 5 years of formal ed and 20 years field xp either ...
i feel attracting some big businesses to have advertising accounts here would be very beneficial too, its about the least intrusive form of advertising i can think of, they can have their account, they wont spam around b/c that's bad rep and they can hand out the cash in contests, which they would otherwise spend on facebook or google sidebars everyone already filters out subconsciously by now, like totally opt-in advertising, probably would cost them a fraction of a facebook ad to get tennex or 100X people or more actually watching and reading what they say instead of adblocking it ... a witness who could manage that would certainly get one of my votes :)
(personally not interested , im too blunt to do politics, or say "straightforward" maybe, that sounds less hostile)

I can understand your issue with downvote leagues. I personally don't think that they will have a strong future or will have a reasonable chance to rise through the ranks as witness. They naturally make way too many enemies to ever become a popular witness.
I have the same feeling about paid upvote services. Those services have forced people in using them when the real beneficiary is the bot owners. It becomes a snowball effect driving the minimum upvote amount to astronomical amounts that minnows will never be able to afford. Eventually, everyone will learn to hate the upvote services and the witnesses that were responsible for programming, supporting, or running upvote services. Some witnesses use upvote services to make a ton of money and put themselves on top. That will be their undoing as well.
The saving grace is that the witness votes never go away if you use them. Any witness vote used can be unvoted and/or switched to a more deserving witness at any time. Ultimately, it will be your prerogative to actually vote the witness that accomplishes the goal. Most witnesses respond to my challenge with that it is impossible, it is stupid, it will never work, that it not what witnesses do, and on and on. It just goes to show where the current witnesses stand. Believe me, if any witness accomplishes the very difficult challenge, they will actually be a worthy witness to vote for. It will be up to you to further screen them for activities that you don't agree with. And don't worry about not voting after a promise. Any witness that completes this challenge will be getting much more witness votes from people not on the above list. For every one user that has promised a vote formally, there are 10 others that will participate without declaring a promise. However, any promise I get helps further encourage others to join this effort. I would love to have your support by declaring a promise to vote for the witness that accomplishes this challenge.
i hear you, although im not averse to the bid-bots there but rather carefully try to select, i keep a spreadsheet and i wrote a script that calculates the exact amount percentage there, so if i put up 1 steem it will state the % of the total reward their vote has given, if thats 100+ % (after curation, i think a lot of people confuse that with all the talk about ROI) then its useful especially to me at this level, if i had a $100 vote myself i wouldnt need any of it ofcourse.
i dont know exactly how old steemchain is but i think no more than two years, right ? so maybe its normal the upper class acts like toddlers since its babysteps, i also feel there's something rising in the fog, some kind of next-get steemers already who see the possible hacks here in the system and arent stuck on one-content-fits all.
It's a perfect platform for doing business anyway, the best if you ask me, high speed and ZERO transaction fees, i dont actually know any other one who has this but, as you say, the complacence of the "1%ers" here is a bit of a problem, they sit cosy, they got money come rolling in on the daily and they dont really have to do anything to get it anymore, which is
