This gadget is a porcelain stamp moistener from the time before stamps were peel and stick. It was a must have for those that had an aversion to the taste of glue or were working in an office mailing hundreds of letters a day. The rectangular base holds water and the heavy porcelain roller turns through it carrying a thin layer off water that is easily applied to the stamp. Just like an automatic tongue!
