Could it be red lichen? It's some kind of fungus or alga that sometimes grows in tree trunks and branches.
I have no clue, might be ;p
It looks like it may have been cut by a machine. Maybe someone needed some extra bark to dry out for their fire or for making something with?

Haha interesting hypothesis, it happened to all the trees in the area. So I think it might be something else
