Each voter decides for him or her self. In my case I vote based on my own opinions. I can not and do not claim to speak for anyone else.
In the end, a few exceptional posts will receive very high upvotes and no (or few) downvotes. Those exceptional posts will receive the very highest rewards. Other posts will receive moderate rewards due to a balance between upvotes and downvotes.
Without downvotes, we can only have an unbalanced system where only the most aggressively self-promoting will receive the rewards. This is unhealthy for Steem and I do not support it.

I do not unconditionally downvote Korean postings. I do my best to understand their content and value. If I subjectively feel the reward is too high, I may downvote. Often on these after doing my best to understand it, I still can't not reach a conclusion and leave them alone. I believe that is the best I can do.
There are many Korean posts and the reward pool is a shared resource so I can not simply ignore all of them. If people want to discourage downvotes on account of reward payout, the solution is to make posts which clearly demonstrate more added value to Steem, discourage excessive upvotes, decline rewards, or set beneficiary to @null.
