The value of the upvotes depend directly on the value of STEEM at the time of upvoting (actually it is the value of STEEM at the time of reward distribution which is 7 days after posting). This is why it is changing a little bit every day. But the amount of STEEM rewarded per upvote stays relatively the same as the value of upvotes is directly tied to the value of STEEM.
