When someone undelegate, it drains entire voting power back to 0%. I made a small article about that experience that I got today! Please give it to the attention of Steem inc dev team! Thank you!

There is an issue for it here. So far it is very vague/general. If you could add specific details on a case where the issue occurred, that would help!
