Vertical forest in China

Is this a building or forest? This 20 stories apartment is covered with a lot of plants on each balconies. The designer expected that a lot of plants would keep residents from smog and noise pollution. This design attracted the rich. But now only 1 percent of contractors moved in. Why?

The only one thing the designer could not expect...is mosquito!
