I've never seen this type of vehicle before. Funny little car though. Can anyone tell me what it is used for?

Looks like maybe for driving through snow? "SnowPlanet" on the side
maybe like a storm proof vehicle or something
That is a utility vehicle used for maintenance and grooming of indoor Ski tracks using real snow.
