This is a very nice report. Comprehensive and well illustrated with appropriate quality graphics. It's great to see a swift change in the direction of the ''Number of contributions reviewed per week''.

I like the rules you implemented. I see no reason why a reviewer should put his/her name on 2 or 3 contributions at a time.
About the second rule, I think some circumstances might cause the review process to exceed 1 hour. For instance, some contributions might require waiting for someone or some specific information.

Please note that while the CM hasn't changed the footer, I am not scoring #iamutopian posts based on the questionnaire. They have their own metric, and that will be the case until we go live with the new guidelines and new questionnaire, which will be comprehensive enough to reflect these types of posts.
