No, you should target the people who best match the solution you are promoting. In this case, that would probably be PC users who are also interested in cryptocoins and are also interested in gambling. If it was still too broad (over 30K potential reach or so), I would also narrow down to users who've spent money in Facebook games - these are much better customers for an online casino that just... anyone using a PC or interested in money. The location is less important than the criteria, and so I strongly recommend you do some research on Facebook audience targeting best practices for the best performance.
