This is an awesome idea, but Im not fond of using utopian as the repository.

You have made one for this purpose - lets use that. But 'payment' as such shouldn't be made until the articles are added to wikiuniversity. So there needs to be a new type of article on utopian.io, and the format should explain which repository and a checklist of 'proofs' that should have been completed.

The problem is that you cannot post on wikiversity first, because cheetah will not be happy, so you have to post to utopian, then you can edit your post with the link to the wikiversity course and utopian moderator can validate your post after the update.

Cheerah is an upvote bot, he can learn too. But I see your point.

So the change you are actually propsing to the utopian.io repository is a 'wikiuni -steemiteducation' article type (along with feature request, bug test, visability, etc). Is this right?

That article type would have its own rules - rules we can continue to polish and clarify.

What I am proposing is to use this github https://github.com/Chrisaiki/Wikiuto to post educational content, first on utopian.io, then on wikiversity.
I didn't think about which rules should be followed, yet.
