This post I also find very useful. It seems to be best to upvote everything between reputation 50 and 60. Although I wonder if this is not partly because most Steemonians just have such a reputation?
Upvoting reputations below 40 seems to be a bad plan.

Not done one of these for a while - they are a pain in the ass.
40 reps can gain votes from utopian-io just as easy as 70s - you just need to have a plan :)
