I'm not sure if there would be a significant difference with a higher Steem price - the biggest part of inactive account found here are inactive for over a year, and a year ago the price was like 10x of now. The question of automated votes is very interesting and I took several attempts to put this into numbers :) Unfortunately, it's not easy to get a reliable picture there...
