If you believe that's the case, you're welcome to make the argument. I don't think that fits with how Steem is designed. The flag button is not a 'report' system which goes to a central authority. Flagging or downvoting abuse is deliberately decentralized so that anyone can police what they perceive to be abuse according to their stake in the project. And anyone else can police the police, such as in the case where someone uses a downvote poorly or maliciously.
