I wonder what "some criteria or understanding established to attract some specific" could actually be though?

It's true, it's quite free for all now and resting on the idea of "organic" probably won't lead to any specific consensus forming about what the smaller goal might be, I don't see one emerging. So does that leave it needing to be imposed from above as it were, from the system?
