I modded it to make it more specific. "Rewarding anyone based on no criteria established on the platform itself, makes everyone choose their own criteria, or none, and leaves Steemit without a core action consensus declared for who it wants to attract, reward, and retain as a user-base."

Facebook doesn't have money. Anyone can post anything, it's all good. Create content, share content, doesn't matter. But when money is involved, people work for the money. This changes things. An organization that pays people to do things, should have some criteria or understanding established to attract some specific. Grounding into a smaller goal at first tends to work out better than trying to go big early on as I understand business models. Thanks for the feedback.

It's true, it's quite free for all now and resting on the idea of "organic" probably won't lead to any specific consensus forming about what the smaller goal might be, I don't see one emerging. So does that leave it needing to be imposed from above as it were, from the system?
