I believe that the photographer should ALWAYS ask for consent from the person they are going to capture, regardless of the danger of the situation. It is basically violation of your privacy, especially for children. Nobody wants their random photos roaming around on the internet, we can never know where they will end up (as paranoid as it sounds)
