how come after more than three years, there seems to be nothing better than steem in the "permissionless blockchain" domain?

It suggests there is no demand for it, and 'the unique selling point' has no value to the majority of people. (as the lack of others you mention, indicates - and the falling value/volume/ranking of steem, confirms..)
