Of course it did. But not everyone has skills to setup VPN.
For example one food supermarket used telegram bots as a marketing option with an average Ivan as a customer and user.
Sure, they blocked millions of IP addresses but there is also a very large resistance.
On long run they can not withstand. Long lives the Blockchain :-)
