It's an interesting phrase "all citizens will be digitally connected". Doe's this just mean everyone will have access to the internet or everyone will "have" to have access in order to function?
@somecoolname very cunning financial engineers and politicians - they are skilled at deception, being obtuse, word smiths, and non-transparent.
But look at one recent case study, India's compliance: They demonetized the currency, implemented policies mandating bank card biometrics - what kind of "digitally connected" policy is that?
