There is no "social contract," and there is no agent/principal relationship between even those who voted for the winners in any election, so government certainly does not represent the general populace.
There is nothing whatsoever immoral about evading a violation of your natural rights to life, liberty, or property. There is no obligation to inform a burglar with an itemized list of your property.
Can you explain to me exactly how it differs from acts you acknowledge as theft?
