Viktor Dobriansky is considered to be the founder of the seventh kilometer, he was Chairman of the farm "Avangard", near which were "evicted" from the city market. On the basis of his ideas, the decision was made for the surrender of abandoned farm fields leased to merchants, and he got permission for this event. The official name is still considered "the Market "Avangard".

All this made Dobriansky for the development of the market, and never ceased to improve the 7th kilometer to the end of his days.
