The payout will still have 12 hours of time for downvotes that gradually become more and more expensive the closer it gets to payout. I'm sure many would notice that quick. On that note of rewards don't forget his sockpuppets are draining a lot of witness rewards still.
Will it get more expensive to upvote/downvote the closer the post is to payout?
Yeah or it loses its effect gradually. Say if your 100% vote would normally give a post $10 at 6h it would only give it $5.

Yeah it's not really something that is needed often as it mitigated the abuse of people farming by voting last second on posts.
