this is a great idea.
Bring people together for a tournament, but then introduce them to other ways and systems for them to make a living. Chess is good way to build communities as well.
I might suggest thinking about opening up your competition to online play from other people in your country as well. Perhaps computer-based tournaments as well as in person based tournaments all going on the same time.
