I focused on building up my resources in the beginning and didn't attack Inactive planets.
I used solar satellites to help with energy needs, so I could increase miners and technology faster.
Then I went out and found Inactive planets after I could make a cruiser and heavy transport.

And, I focused on getting Expedition Research, so I could build more planets.
