You are right. But the division was fine provided it would vote the skipped bidder. I am going to contact the skipped guy.
If things continue like this I am going to contact the owner of the server to ask about.

No, because it did vote at 100% combined, and 2 times my bid resulted in 4 times the vote I got.
If the case was as you wrote, this discrepancy would still have not happened.
