I don't know when the paid ads will be implemented on Steemit with SteemSense, but a CMT sounds like a really good idea to drive the Steemit brand forward.
I feel a CMT is a pain point for the Steemit brand right now, but as the whales power down and ads arrive, the place will return to a more normal kind of world ;0 (well kinda!)
