Yes, I just used it on this post - https://steemit.com/games/@triverse/sega-saturn-what-the-hell-happened I got about $8 for it at a cost of 2 SBD.
I have used it a lot and only lost money a couple of times. Just make sure to check the information available in the @randowhale posts to better judge when to use it.
I suggest using it on a popular post and closer to payout if you are cash strapped.
