Yes, creative solutions are being developed. @duplibot, @littleboy's Steem moderation project,@steemflagrewards and @flagawhale to name a few.

The latter two place an emphasis on incentivized flagging and moderation activity for all Steem users.

It is a problem that there is not a clear cut avenue for reporting some categories of abuse such as bid bot abuse and collusive voting.

We hope to be an effective part of the effort to bridge that gap. Here is an example of our latest activity. You are getting a special sneak peak as I planned on posting more extensively later.

Ultimately, Steem needs WAY more moderation to remain a viable social media blockchain that isn't completed inundated by spam. We don't have a central authority for doing this sort of thing so believe it is contingent on the community to step up and address abuse in a decentralized fashion.
