i've had another 'divine' thought - this above described system would be block spammed - the site would be filled up until the blocks become non functional - in theory someone (X) could create VPN accounts and just fill pages with XXXXXXXXXXXXXXXXXXXXXXXXX

there by the site could be 'free' to use to a storage point upon which you need to 'pay' for extra storage. which would be decentralized.
