I don't think flags are the real problem... From my perspective, we should see more automated flagging(I kind of liked the old cheata-bot ). The real problem is information grouping(people like echo chambers). The makers are not enthused with competition on the chain or trying to keep up with complex echo chambers of information. So they leave it to the open market to solve like the site (streemian.com). Now the people who don't join such sites are left in confusion about what kind of alliances and echo chambers are being constructed....
At the end of the day, people with large amounts of steem(and want to see the value rise) will use the power to downvote. This will reducce the total payout for the people reducing the steem on the market in a controlled fashion.
none of it matters if you can get 1k minnow upvotes and one whale down vote to cancle it all out.
this post has 2 flags on it but they are hiding it now with the new flagging system.
if someone does not look at steemd now they wont know they got flagged.
All I know is someone paid good money to have the option to silence others...
Best guess: such people obtained a lot of steem during the high price time frame.
