Steembd shows your bandwidth from what I can see its similar to vp.

Personally i never had any issues with it.

New users do have a tenancy to spam their pages with resteems, low quality content, revision and edits of their posts all that takes bandwith.

I would guess it was put in place to limit active spammers.

As with everything steem there is a huge learning curve and getting past it is the first point in proof of brain that drives the platform.

Active spammers indeed, but it seems to me they are throwing out the baby with the bathwater. Not only that, but every time the spammer gets through the bandwidth wall he gets a little stronger. Since he is constantly pushing his crap even if a lot of it gets blocked he'll still get way more posts made than the average newbie. Therefore, the newbie gets held back by the bandwidth shortage caused in part be the spammer who is now free to spread more of his garbage.

Assuming your theory is correct of course.
