Instead have a button next to the Follow Button that says "Follow Resteems" ;) and if someone is doing too many resteems his followers can simply unfollow resteems rather than unfollow the user.

But, I like the current structure and I dont believe any updates required. Better to push people to earn from posting and liking, commenting, than to earn via resteems.
