I'm sorry but I am a little confused:)
You said steemstats.com tells you how many votes you have remaining. But I can only see:
2 votes / 24 hourswhich means that you had 2 votes in the last 24 hours.You can vote as much as you want until your voting power drains too low. Yours is at (75%) on the screenshot you have showed us.
You should vote up to 10 times each 24 hours period if you are new on Steemit and don't have much SP. That way you make sure your voting power doesn't go below 80%.
If that's what you mean, than I misunderstand you:)

I'm not sure, why steemdollar.com says that my upvote is $0. Maybe it is malfunctioning?
Have you tried steemnow.com? It shows my upvote value correctly. ($0.06)
