I was always told that once we had "communities" we would be able to block ideological downvoters who never post, EVER, but who are simply here to downvote EVERY POST of someone whose world view they don't like, for example, @bloom-- who never posts but is just here to downvote every post I ever make (and has down so now for many months--totaling thousands of downvotes and hundreds in lost rewards for me.)

So, now that it is here, how do I block him?
