I've explained it in my post. I was confused myself a bit as well. Its just not explained super well.
Essentially don't worry about and simply vote for whatever u want. You can vote as much as you want.

Its a safety mechanism. So if you are happy with your account than you don't need to worry about it. Its for big accounts that you can now protect against hacks so hackers can't just steal ur funds of they hack you pw. Its actually awesome!
Dan is very good at looking at other blockckchains and figuring out how to solve their problems. So this time he made sure that the bitfinex hack can't happen to steem if you use your account right.
