It means they are converting their Steem Power (not liquid) to Steem (liquid). In other words they are moving Steem Power which cannot be sold to Steem which can be sold.

Is that equivalent to powering down? If so, why is there so much of that happening? Or is this a common trend you have noticed? Sorry for all of the questions! Pretty new to Steemit and still learning :)

Yes, that is equivalent to powering down and yes, it is fairly common. People have live and expenses. Some are witnesses and developers and have significant costs associated with making Steemit work.
