I think the decline is due to two things-one the price of the payout. People who are using the voting bots have seen a major loss than ever before. The second is people come on here with hopes and desires of making money only to be shattered to realize that you have to spend money here and what you spend you will not get back. This is a patience game and many do not have that patience and time.
