The Steem DAO is basically a proposal system build by user blocktrades and he's team, you can read more about it on he's page @hotmangoes.

Yes another update @hotmangoes was Steemit INC released the soft roll-out of MIRA.
What will do this soft rool of mira do?
When MIRA is fully implemented @hotmangoes it will basically.. to put it simply, bring the costs down of running the Steem blockchain.
