An unexploitable idea for account recovery for Steemit and EOS

Account recovery is very important for mass adoption.
I think this idea, inspired by game theory, may be very useful.

If someone loses his account password, he may claim His account from an other account (ideally a brand new account).
To claim from an account, the claiming account needs to lock tokens for a value of at least 10% of the value of the claimed account.
After a certain period of time (1/3 months may be ideal), if no one else claims the account, all the account's funds (and eventually also account name, in the case of Steemit), are transferred to the claiming account, and all the locked funds are unlocked.
If more than one person claims the account, the funds are divided proportionally to the locked amount, and no one takes the account name; but no one may claim an already claimed account one week within the original claiming expiral.

During the 1/3 months "claiming pending" period, the claimed account owner may log into his account, demonstrating he has the private key.
If this case, all the claiming account's locked funds are transferred to the claimed account.

From a Game Theory Optimal perspective, claiming one's own account is always +EV, because it costs just a bit of time. While claiming someone else's account is very risky, because most of the time it will be just someone trying to "punish the thieve"
