He is taking his frustrations out on the steemit community Abusing the flagging feature. Also accumulating steem and SP.

So i got a downvote on a post which i really wasn't expecting one one and i thought nothing of it and left it at then then 2 days later i notice 6 separate post have downvotes by the same person all posts had been hidden/flagged for no reason.
If they downvote new users content it dis-encourages them.
After looking closer by going onto https://steemd.com/@r4fken i realised this guy was downvoting everything he/she could see! They are actively buying steem by the looks of things and increasing their power. Are we going to allow this? Lets get an army too downvote him!! If he/she even have posted anything.
We need a solution for this type of behavior.
I thought it was just me crap content at first, a very reasonable theory. Guess there is another motive? I don't know exactly what the community could do about this but i know something is better than nothing? Maybe some of the biggest whales on here start hitting her/him with some downvotes?
All we can do is patrol the "new" tab and if you see a post that is greyed out, investigate why, and upvote if it because of r4fen.
At some point he'll get tired of it all.
my default position is to upvote greyed out posts period, unless i see a valid reason for them to be greyed out.

I've gone through and made visible all the posts that were hidden by downvotes by this user in the last 24 hours unless they were obvious spam or plagarism.
Its worthwhile to note that he is able to make so many downvotes by keeping his power at 16%. This means his downvote is only worth about .3 cent (not three cents, 3 tenths of a cent). This means they aren't having a signifiant effect on payout... the only real effect is hiding new users' posts.
by flagging it greys out on the lists of posts though? hiding the content some what. Hes just being an ass hole
Well, i agree. And i think its important to catch it early.
IMO, any post that is greyed out should have people manually looking at it to see if its just. RIght now, im regularly checking up of r4fken, and if he greys out a post i have enough sp to make it visible. Because, as cliche as it sounds, it really is a cycle of abuse. This whole thing started when R4fken was cheetah banned based on basically no evidence that I can see. He was actually a pretty OK poster before all the ridiculous drama started.
Hitting @r4fken account with will have no effect for his downvotes.
When @r4fken downvotes any post only his Steem Power counts, not reputation. He holds 3200+ SP and could effectively downvote any post of users with lesser power thereby hiding that post from views.
The only solution is upvote that posts from the users holding more SP than @r4fken.
I can start the bot against @r4fken downvotes but I have not collected that amount of SP yet.
btw, the way hes downvoting so many posts is hes using 16% on the vote slider, and hes at 25% power. So his vote is really weak.
i don't know the solution maybe major whales downvoting him? thanks for thinking of solutions though! nice to see someone thinking of ways to stop this ass hole!

It's not a bot ! Just an angry human who got frustrated . The first posts were quite decent . Then things went wrong and he got flagged . I really feel sorry for anybody innocent who gets effected . Many people speaking about this everywhere.
Hi! I started posting about a month ago and my first 3-4 posts were consistently pegged with 6 downvotes and "flagged" within minutes of submitting the post. After about 5-6 posts it just stopped, thankfully. So I am wondering if, as you suggest, that is something they (whoever these bots/people are) are doing it to new steemit members to dissuade them from posting but once you continue and persevere they stop, perhaps? So don't let it get to you (and do seek solutions) and keep steeming no matter what.
they could get rid of the downvote button?
I have experience of being flagged from being member of Reality Sandwich. it is a form of censorship by those who do not agree with your worldview. REALLY the button was for spam as this one is supposed to be but as we can see is used by people like this.
This i do agree with!! People downvote people based on disagreement or butthurt
Its just not viable to get rid of it. There's too much spam, catfishing, plagarism, etc. The site would become effectively unusable.
Looks like I'm also a victim. Are we helpless against this ?
