Technically it is only possible to limit power of a member/user/investor by forcing identification. I think most people in the crypto currency world want to be anonymous. When not forcing identification, a member can open many accounts and spread investments and power across all those accounts. Since Steem/Steemit is anonymous, this will happen when limiting the power per member account. I'm in favour of identification, then your idea of limiting power is possible. But forcing identification requires first to convince Steemit INC to agree to that.

Forcing identification would indeed be effective in limiting the power per member. But I think if a user can't be anonymous on Steem, then Steem can't really be censorship free.

Although I'm not a software architect or software developer, I think a solution could be to route vote request to a 3rd party entity who does the ID mapping; that entity should have mappings of real identity to al the user IDs (no idea what this will do to performance such as response times but I guess this can be very quick with sufficient computing power, database speed, and internet bandwidth). The data shall be encrypted in the database, so nobody can have a look at it. That entity will not be open (ie not decentralised and information not on a blockchain), therefore such entity shall be somehow 100% trusted. Such entity could be run by people that get elected by Steemit community and every so often re-elections are held. Maybe some 100% technical solution is possible, but I'm by far not the right person to be able to design a workable solution. But my gut feel says that somehow a solution can be created for this 'issue'.

I've also thought about some how routing the ID verification to other users who will not know what account the ID is verifying. I'm also not a developer, but I think that could be a fairly simple task. The system could also "test" users with fake IDs to make sure that accurate verifications are bing made by said user. But how would we ID people from all around the world? Would we use social security numbers, passport numbers, fingerprints? I don't really like the sound of any of those options.

Maybe start with government databases, like the department handling passports? Also credit card companies, and banks? In the long run these entities shall be taken over by new things, an entity that handles identity management across the globe, but for now established companies handling identity management can become partners I think, or?

I personally wouldn't be using Steem right now if I had to get verified through my government or bank. I would prefer to have the community do the verification. Either way I think if Steem accounts had to be ID verified, then it would be possible to limit the max power of a wale. If we can't stop a user from creating massive amounts of accounts then there is no point really in trying to limit max power.

Thank you for comment . Im not going so far , my point is to limit the power per acc . If somone like to have 3 , 4 ,or 5 fine but in world were is 100 000 this is not a big issue. Also isnt this a way to convince the auditory to colect steem power and not sell ? It will be not easy to build multiple acc over 200 000 dolars limit right ?

Some members already have mulptiple accounts. All can be done automatically, ie another user interface with some software code login in to all the accounts and executing whatever rules the owner gives. So yeah, it is easy to have and control 2, 3, 4, or 100 or even 1.000 or more accounts.

200.000 dollars for an account is already whale league, and some of use have it here on Steemit, giving other almost no power. but yes, if the limit would be 200.000$ per account and I want to put 200.000.000$ into Steem, I would indeed create 1.000 accounts for that.

My opinion is that a human person is allowed 1 account, or multiple accounts but known to everyone that that person has multiple accounts and which accounts that are so that rules applied to the human person can be controlled at the combined account level (maybe that could be kind of anonymous but I'm too less a technical person to know what is possible by technology and what is still not possible). In such world when a power limit to 200.000$ would exists, I would decide to invest my 199.800.000$ in some other blockchain, company, enterprise, or whatever, when it is allowed by the 'government' rules. And even when I personally would not do that, other people will do it, that is what we have to learn from mankind, we always have people who sit at the boundaries of what is allowed and always will sit at those boundaries.

Correct, good for Steem price, but not good for who has control, since someone coming in with 200.000.000$ spread over 1.000 accounts will have 99,99%+ of voting power in the whole group, ie can act as a dictator!
