As I understand it, Rules are determined by your VP. The more VP you accumulate, the more Rules you can have. Use the steemvoter.com channel on steemit.chat for more information. I should add that Steemvoter will help you increase your VP, which will increase the number of allowable rules (for free users).
I really need to find where i put my steemit.chat password. A lot send to happen there and I was really tired when i made the account.
Oops :-( --there IS a "forgot your password" link on the login page. Tried using it?
I'm pretty sure it's in my phone or on my laptop. I've just been busy with #steemitvan to actually do too much with steemit:)
Again - use the "forgot my password" link and the problem is solved.
