Its only burning SteemDollars. thats what happens to promoted posts. if you use sd to promote a post, then those SD get burned. they did that so no one person can get rich off of the promoted. It's weird , yet makes perfect sense.

Nope not a scam, its right there on the blockchain. you can see the sd in the null account will not move, it just stays there till they burn it.
