From one side making comments is easier, faster and doesn't require a lot of time.

It actually does take quite some time. Honestly.

Reality is that creating your own posts without curating and commenting at other people articles will not bring any attention and you will end up having no audience.

Commenting is a way of showing support. Basically if you create your own content, then you cannot expect that people will read it only because it's good. Quality content is not enough to encourage people to spent their time (time = resource) and give that time to you.

Only if you would show your support then you can expect that some people will support you in return.

My strategy is simple:
Im trying to post 2-3 times a month (no more than that really). And I'm collecting info about those who dropped valuable comment. And in between one published post and another I will spent hours commenting posts of those who supported me before.

Also commenting posts of random people is kind of waste of time. You want to support those who already are familiar with your work

ps.

they get much more Exposure than Comments!

Exposure hardly matters when there is so many content creators. You need to find a way to convince people to visit your blog. And only by commenting/upvoting/resteeming you can manage to do that.

And tags do not work in current days any more. That's really simple as that. Not with current amount of content being manufactured.

ps.2.
try to use "enter" more often to make your posts easier to read. that's also very important. you dont want to lose your readers half way.
