This concerns me too. The way things are going, I think artificial accounts are likely to carry most of the reward weight, while quality human accounts are going to get the left leftovers when they wake up. Bots never sleep. Is steemit ever going to get an anti-bot post creation tool? Recaptcha or something else?
I don't think there's going to be any anti-bot policy in the near future but I guess we'll find out. ;)
