This is an excellent idea. A decentralized curation structure with the capacity for curators to mentor authors, especially those that may be less adept at posting or writing blog pieces, has the capability of really uplifting a lot of authors who otherwise would go unnoticed. I especially liked the idea of having city/region tags.
